China National Offshore Oil Corporation (CNOOC) is a state run company incorporated on February 15th, 1982, with the approval of the State Council.
Pursuant to the "Regulations of the People's Republic of China concerning the Exploitation of Offshore Petroleum Resources in Cooperation with Foreign Enterprises" promulgated by the State Council, CNOOC enjoys by law, the exclusive rights of the exploitation of offshore oil and gas resources in the sea areas of The People's Republic of China in cooperation with foreign enterprises.

CNOOC is mainly engaged in the business of organizing the exploration for, development and production of China offshore oil and gas resources, refining, petrochemical and natural gas processing and utilization; marketing of the crude oil, natural gas, processed products of oil and gas, petrochemical products and the products manufactured or processed by CNOOC affiliate companies; providing customers with services in the areas of oil and gas exploration, development, production and marketing; conducting import and export of the 3rd categories of commodities; acting as agent for CNOOC organization system regarding the import and export and technical import; undertaking Sino-foreign joint venture, cooperative production, processing of supplied materials, processing according to customers designs, assembling supplied parts, compensated trade, trade transactions; subcontracting CNOOC's engineering projects, foreign invested projects outside China and import and export of required equipment, materials and parts; and providing foreign companies with engineers, production personnel and labor services.
