Inclusion zones can be set to limit a Parolee′s movements, thus avoiding the overcrowding of prisons and the necessity of building more. Exclusion zones can also keep gang members from converging and thereby not able to form gangs, keep sex offenders away from schools and playgrounds, or create a safety net for victims of violent crimes. The community takes comfort in knowing Offenders are being monitored and controlled.
